If installation or attempt to run application after setup fails - it's quite possible that your system has some old system components (DLL libraries).
Old, not updated versions of Windows 95, 98, NT and 2000 are especially at risk.
The way to solve this problem is to install pack of recent DLL modules from Microsoft - it will enable Tray Helper (and many other applications) to work on your PC.

Installation process:
download and run the file
select a directory where to unpack installer
run extracted installer to update your system
2000 | Make sure you have "Windows 2000 Service Pack 4" installed in your system. You can do it via "Mircosoft Windows Update" website.
